Sync proposals no longer get stuck with changes you cannot see

When a sync moved someone between two managers with matching roles, the pending count showed the change but the review did not list it, so it could never be applied and the count never reached zero. The review now lists every manager change the count includes, and the count only ever includes changes you can apply.
